Fix 41114 tst import issue method on null. (#7431)

The ilTestImporter creates a new ilTestSkillLevelThresholdImporter, which needs a reference to an ilTestSkillLevelThresholdImportList. However, this reference isn't initialized when passed from the parser to the importer class.
